Scope
EUDR covers 7 commodity categories and their derivatives: cattle, cocoa, coffee, oil palm, rubber, soya, wood.
Core requirements
- Geolocation — polygon coordinates of every plot of land where commodities were produced
- Risk assessment — country-of-origin risk classification (low/standard/high)
- Risk mitigation — independent audits, satellite imagery, supplier surveys
- Due-diligence statement (DDS) — submitted via the EU Information System
Compliance checklist
- [ ] Map every supplier and their plots
- [ ] Collect GPS polygons (not just centroids) for plots > 4 ha
- [ ] Verify cut-off date: no deforestation after 31 December 2020
- [ ] Country risk lookup against EU benchmarking
- [ ] Document chain-of-custody from plot to shipment
- [ ] File DDS before placing on EU market
- [ ] Retain records for 5 years
Penalties
Up to 4% of EU annual turnover + confiscation of goods + temporary exclusion from public procurement.
